Act now to include palliative care in the EU resolution on the COVID-19 response

The European Union (EU) is developing a resolution on the Covid-19 response and it currently includes no reference to palliative care. Governments are negotiating the language now.

This resolution will be discussed at the virtual World Health Assembly on 18 May 2020.

Please contact your Ministry of Health and request the addition of palliative care language. WHPCA, IAHPC, ICPCN and PALCHASE have prepared a letter for you to download, adapt and send to your main contact at the Ministry of Health. The additional language we are proposing for the EU resolution is:

PP11: Recognising the different levels of preparedness among countries, including the different capacities of their health systems for surveillance, diagnosis and response as well as the need to scale up health capacity for testing, tracing, quarantine, isolation and treatment, palliative care and vaccination to respond to COVID-19 as well as maintain essential services for other diseases;

 New OP (between existing OP3.6 and OP3.7): Develop, improve and implement basic palliative care services for all ages; accelerate health worker training, including online, in end of life communication and the use of essential medicines for COVID-19 related to symptom control, and enable community health workers with telecommunications technology to safely facilitate palliative care interventions in all settings, including at home.
